Watch out for the home-country rule
Some new self-serve accounts can only target their own country at first. OpenAI unlocks other countries after your identity is verified and you have spent enough at home. Plan launches abroad with that delay in mind.

Can I advertise in a country where my business is not based?
Not at first for some new accounts. OpenAI says some new self-serve accounts can only advertise in their home country until identity verification is approved and they reach a required spend there.
Are ChatGPT ads available in China or Russia?
No. Neither appears in OpenAI's list of 56 self-serve countries.
Are personalized ads available in Europe?
No. OpenAI says personalized ads are not initially available in the European Economic Area or Switzerland, so custom audiences should not be used there.
